În perioada 18- 19 februarie 2010, Comisia Europeană, oficiul TAIEX - Instrumentul de Asistenţă Tehnică şi Schimb de Informaţie al Comisei, Europene în colaborare cu  Direcţia pentru Agricultură şi Dezvoltare Rurală Sibiu, va organiza un Workshop pe tema achiziţiilor publice. Responsabil cu evenimentul este Ing. Carmen-Manuela NOHAI expert european RTP, consilier superior în cadrul serviciului Dezvoltare Rurală a DADR Sibiu.

Evenimentul se va bucura de participarea experţilor din ţările Uniunii Europene – domnul Steen JENSEN expert european din Danemarca şi a experţilor din România – domnii Cicerone STAN director în cadrul Agenţiei Naţionale de Reglementare şi Monitorizare a Achiziţiilor Publice şi Ion GEORGESCU – preşedintele Institutului Român de Training, care vor face prezentări şi vor împărtăşi din experienţa proprie în implementarea legislaţiei europene în ceea ce priveşte achiziţiile publice.

Workshopul va fi organizat în sprijinul autorităţilor publice locale şi a comunităţii oamenilor de afaceri şi are un număr de  63 invitaţi. Evenimentul se va desfăşura în incinta hotelului Continental Forum Sibiu, începând din 18 februarie ora 9.

Aim of the meeting

The aim of this workshop is to offer useful information and support in activity taking in consideration the basic principles of relevant European legislation and programmes in these policy fields and how the public procurement network supports the successful implementation of EU-funded projects.

The EU Public Procurement legislation and Public Procurement Directives addressed in the event will be:

a. Directive 2004/18/EC on public procurement works, supply and service contract

b. Commission Regulation (EC) No 1564/2005 of 7 September 2005 establishing standard forms for the publication of notices in the framework of public procurement procedures pursuant to Directives 2004/17/EC and 2004/18/EC of the European Parliament of the Council

c. Directive 2007/66/EC of the European Parliament and of the Council of 11 December 2007 amending Council Directives 89/665/EEC and 92/13/EEC with regard to improving the effectiveness of review procedures concerning the award of public contracts

We are facing the following issues relating to the implementation of this legislation:

- National legislation changes according to European Directives with the view of improving and simplifying public procurement proceeding.

- Planning process and Public Procurement strategy.

- Preparation of tender model documentation.

- Tender evaluation in open, restricted and negotiated procedure according EU rules.

- Common Procurement Vocabulary

- Common mistakes and irregularities in Public Procurement.

- Conflict of interest,

- E-procurement.

-  Transferability of best practice approaches from older Member States of the EU.

The target audience is representatives of local authorities and other institutions from the  Sibiu, Timis, Olt region in charge of public procurement. The expected number of participants is 40 people.

Participants will be able to find the answers to frequently asked questions regarding the practical aspects of the public procurement process – how to improve planning of PP, how to choose the appropriate procedure etc. The aim is to prepare them for the practical implementation of the latest requirements in the EU and Romanian legislation in their day-to-day work.

The expected output of this seminar is to give insight into the theoretical as well as practical applications of EU legislation in Romania.
